Beginning with The Duelist Genesis, if a booster pack has a holo, it will not replace the regular rare. That means that if you get a secret, ultimate, ultra or super rare in a pack, you will get a regular silver rare also plus seven commons, rather than just eight commons (from what I'm told).

2) I do not know if ratios are changing or not, but I think the ratios for supers and ultras are printed on the booster packs just like they usually are for every other set. I'm not sure where you're getting that secret rare ratio from, but since it's never something that has been stated by Upper Deck (as far as I can recall), I'll just assume you're making it up or are taking it from other people who also made it up.
